The beagles are being housed at Northeast Animal Shelter and the MSPCA's adoption centers after being rescued from the out-of-state shelter, both organizations said on Facebook.
The dogs were said to be in "confined and and unsanitary conditions" and had almost no interaction with people. Two were pregnant and gave birth while in the MSPCA's care, meaning 13 puppies will also need new homes, the organization said.
"This is undoubtedly one of the most consequential national operations we’ve ever been a part of and our focus is ensuring these dogs will be cherished and loved by new families here," said Mike Keiley, director of adoption centers and programs at the MSPCA-Angell.
