Toddler Dies After Being Removed From Home Of Winthrop Lieutenant Facing Child Rape Charges: DA A 2-year-old who was found unresponsive at the Winthrop home of a police lieutenant facing child rape and indecent assault charges has died, officials said. An autopsy will be performed to determine the cause of the toddler’s death, according to the Suffolk County District Attorney's Office. Charged With Child Rape Placed On Administrative Leave: DA Update: Winthrop Police Lieutenant James Feeley appeared in East Boston BMC on child rape and other related charges, the Suffolk District Attorney said on Wednesday, Dec. 27. The assaults happened over the past year, according to the assistant DA.  Feeley was arrested by state police on Tuesday night, Dec. 26. He is held on $200,000 bail.
