The incident happened outside California Nails, located at 49 Hollis Street, on Wednesday, March 29, Framingham Police told Daily Voice.
Michelle Millburn, age 45, attacked a victim multiple times while holding a set of keys. She has since been charged with assault and battery with a dangerous weapon, police report.
The victim, identified as Raissa Fernandez by NBC10 Boston, told police she was stopped at a red light when Millburn almost hit the bumper of her car. Fernandez then said Millburn followed her, started yelling and punching her in the face, the outlet reports.
"She told me, 'Go back to your country,'" Fernandez, who immigrated from Brazil, told the outlet.
A video posted to Facebook captured the attack and opens with Millburn shouting profanities at Fernandez while holding her on the ground. The video can be found below.

"It's a hate crime, because I don't talk nothing with her. I don't have music in my car, I don't have a flag in my car, I don't have nothing. She just look at my face and think, 'Oh, she's an immigrant,'" Fernandez told NBC10 Boston. "I'm just waiting now for justice."
Framingham Police solely said the incident appears to be a road rage incident. No other information was provided.
