Teen Steals Car Used By City Workers, Uses It In Street Takeover: Police A 17-year-old Connecticut boy stole a Crown Victoria car in Fairfield County and used it as part of a street takeover event, authorities said.  The teen, who was not ID'd because of his age, is charged with theft of a motor vehicle and criminal mischief in the first degree, Norwalk police said.  The Norwalk Engineering Department used the 2010 Crown Victoria — the same model of cars police use —and it was last seen parked at city hall on Thursday, Oct. 10, authorities said.
