'Notorious' Springfield Man Busted Again For Car Break-Ins: Police A man with a "notorious" history with Springfield police was arrested again after officers say he was caught breaking into cars.  Darrell Cowlan, of Springfield, who was recently released on larceny, breaking and entering, and fraud charges, was arrested again in connection with several car break-ins in the Forest Park neighborhood, police said. Police said they had reports of car break-ins in that area and found surveillance footage that showed the suspect.
