The pair that was killed has been identified as 32-year-old Carlos Jean Parra Rodriquez of Stratford, with his 21-year-old passenger Deivi Suarez of Allentown, Pennsylvania. Norwalk Man Charged With Sexual Assault Of Minor A Fairfield County man is behind bars on a $1 million bond after being charged with the alleged sexual assault of a minor. Marc Lugo, age 30, of Norwalk, was charged on Friday, May 31 following a months-long investigation. According to Lt. Tomasz Podgorski of the Norwalk Police, the department received a complaint of sexual assault of a minor in February. The Special Victims Unit assumed the investigation.
