CT Substitute Teacher Sent Inappropriate Messages to Students: Police A Connecticut substitute teacher is facing multiple charges after allegedly sending inappropriate messages to middle school students in Norwalk, police said. Richard Lovallo, 64, of Stamford, was arrested on Jan. 24, 2025, following an extensive investigation by the Norwalk Police Special Victims Unit. He faces two counts of risk of injury to a minor/impairing morals and two counts of harmful communication with a minor, according to authorities. Norwalk Man Charged With Sexual Assault Of Minor A Fairfield County man is behind bars on a $1 million bond after being charged with the alleged sexual assault of a minor. Marc Lugo, age 30, of Norwalk, was charged on Friday, May 31 following a months-long investigation. According to Lt. Tomasz Podgorski of the Norwalk Police, the department received a complaint of sexual assault of a minor in February. The Special Victims Unit assumed the investigation.
