Francha J. Francis was arrested last week and charged with manslaughter with a vehicle in the second degree, operating under the influence, driving with a suspended license, and operating without a license, New London Police said on Monday, Nov. 11.  Francis' last known address was listed as a halfway house in New London operated by a substance abuse and alcoholism dependence center, according to state records.  Police said …
