Hartford Police Officer Accused Of 'Slapping' Prisoner In Face While In Hospital, Cops Say A Connecticut police officer was charged with breach of peace after he allegedly slapped a prisoner who was handcuffed to a hospital bed. Hartford Police Officer Marcello Confeiteiro was arrested on Wednesday, Aug. 28, and released on a promise to appear.  According to Lt. Aaron Boisvert, Confeiteiro was guarding a prisoner on Thursday, July 18, at an area hospital when the prisoner -- who at the time had one arm handcuffed to a hospital bed -- assaulted him by punching and spitting in his face. The incident took around 7 a.m., Monday, April 26, in New Haven County when the two people ran up to the Derby officer's police cruiser as he was sitting at a traffic light, said State Police Trooper Joe Dorelus.
