NY Man Driving Tractor Was Plowed -- At Nearly Four Times Legal Limit, Police Say New York State Police are saying a man was driving a tractor while his blood alcohol content was nearly four times the legal limit. State troopers arrested Steven Harrison, age 42, on Monday, July 5 in the area of Weaver Dam Road in Petersburg, located in Rensselaer County, about 28 miles east of Albany, near the Massachusetts border. Alexander Miller, of Troy, located in Rensselaer County, was reported missing by his family after failing to return home on Wednesday, July 7. He was last seen at 11:30 a.m. that day at Key Bank on Hoosick Street.  He is described as about 5-foot-11, 220 pounds, and he has blue eyes and black hair.
