Suspected Dog Shooter Hit With Gun Charges A Connecticut man who was investigated for allegedly shooting his neighbor's dog in the face twice earlier this year in Tolland County was arrested on gun charges, police said.  Christopher Joseph, age 48, of Stafford, was charged with unlawful discharge of a firearm and five counts of risk of injury to a minor after police found guns unsecured in his home, authorities said.  Stafford Police began investigating Joseph on March 28 after someone shot his neighbor's dog twice in the face.
