A Connecticut man with outstanding warrants was arrested over the weekend following a tense confrontation with state police, authorities said.
Maxx Gallup, 26, and another man were spotted walking along the southbound shoulder of Route 32 around 2:30 a.m. Saturday, Nov. 16, near Alice Street in Windham, while wearing all black, Connecticut state police said.
