The incident happened in Hartford County just before 3 a.m. Saturday, Dec. 2 on I-384 in Manchester. Connecticut State Police Troop H in Hartford received multiple calls reporting a wrong way driver traveling westbound in the eastbound lanes. ID Released For 16-Year-Old Killed In Crash On CT Highway Police have released the identity of a 16-year-old who was killed in a single-vehicle crash on a Connecticut highway. Ramon Quinones, of Hartford, was identified as the passenger who died in the crash on I-384 eastbound on Saturday, Feb. 19, according to Connecticut State Police.
