Man Arrested In Stamford Admits Violating Sex Offender Registration Laws

A registered sex offender with a pair of convictions has admitted to violating the Sex Offender Registration and Notification act when he moved from New York to Connecticut without notifying authorities.

Isiah Duncan, 36, pleaded guilty in Bridgeport district court following his arrest in Fairfield County last year on an unrelated Connecticut warrant.

U.S. Attorney John Durham said that Duncan has two convictions in 2013 and 2014 for misdemeanor sex offenses that require him to register as a sexual offender, which he did in September 2014 in New York.

In December 2015 after an address verification letter from the New York State Sex Offender Registry (NYSOR), which was returned as undeliverable, and Duncan was convicted of failing to report an address change. On Dec. 17, 2015, Duncan completed an NYSOR change of address form for his new address in New York.

On Aug. 24 last year, Duncan was arrested at his girlfriend’s apartment in Stamford on an unrelated Connecticut warrant. Durham said that at the time of his arrest, Duncan possessed a Connecticut Department of Social Services card in his name that was issued in August 2017, and a “Park City Resident” card from the City of Bridgeport with his name, photo, date of birth, and a Bridgeport address.

Duncan had failed to notify NYSOR of his change of residence and never contacted the Connecticut Sex Offender Registry. The investigation also found that Duncan received Connecticut medical and food assistance while residing in Stamford and Bridgeport.

When he is sentenced on Aug. 16, Duncan will face up to 10 years in prison. He is currently released on a $50,000 bond pending his sentencing.
