Man Panhandling In Westport Had Two Active Arrest Warrants, Police Say A panhandler with warrants out for his arrest has been released on $100,000 bond after being busted by police in Westport panhandling in the area. An officer from the Westport Police Department spotted Bridgeport resident Andrew Ritz allegedly panhandling in a parking lot at approximately 5 p.m. on Monday afternoon, leading to further investigation.
