McKinney served in the Connecticut State Senate representing Easton, Fairfield, Newtown, Weston and Westport for 16 years.
He was elected minority leader of the Senate in June 2007 and was a ranking member on the General Assemblys Housing and Legislative Management committees. He also served on the Executive Nominations Committee.
He is the son of the late U.S. Rep. Stewart B. McKinney.
John McKinney fought to preserve and protect the environment, including indoor air quality for schools; increase access to affordable housing; improve transportation, including Interstate 95 and public railways; and end homelessness, a cause that was also important to his father.
McKinney helped write and pass Jessicas Law in 2007. The law established strict mandatory jail sentences for convicted child sex offenders and for online child predators.
