Cesar Torres, 34, of Grandview Avenue, was charged with violation of probation, possession of narcotics and possession of drug paraphernalia, police said.
Westport officers were dispatched to the area of the popular Bar Taco restaurant around 10 p.m. on a report of an intoxicated man yelling loudly, police said.
The officers found Torres at the intersection of Post Road East and Wilton Road. He said he had missed his bus and was yelling to himself.
A records check showed he had an active warrant for violation of probation, police said.
When officers searched him, he told them he had a needle in his right cargo pocket. He also had two glassine folds that officers identified as heroin, police said.
He was held on $40,000 and is scheduled to appear in court on Aug. 2.
