According to Westport Police, John Borg, 48, of 5 Sterling Drive, has done everything from shining floodlights on his neighbor's residence to spraying a toxic substance on the neighbor's lawn and garden, causing more than $12,000 in damages.
During the latest event, Borg was arrested Tuesday after the neighbor reported three bright floodlights and one green strobe light shining on her home from Borg's yard. Police responded and viewed videos and photos of the lights, Westport Police said.
The victim and Borg have had ongoing disputes, which resulted in Borg’s arrest for previous actions on Sept. 12, Westport Police said.
A criminal protective order was issued on Sept. 19, which specifically prohibited the use of these lights to harass the victim.
Police again received a warrant for his arrest.
At approximately 7:15 p.m. on Tuesday, Borg turned himself in on the outstanding arrest warrant. He was charged with two counts of criminal violation of a protective order, two counts of criminal violation of a protective order (for violating the civil order) and breach of peace.
He was released after posting $50,000 court set bond and is scheduled to appear in Norwalk Court on Oct. 12.
But that was not the end, police learned that on Sept. 30, Borg had violated two earlier protective orders preventing him from harassing the victim.
The new offense, which occurred on Sept. 30, included Borg putting up additional floodlights, after the first ones were removed, and was again shining lights on his neighbor's home. Police arrived on scene and found the lights activated.
Surveillance video captured Borg installing the additional lights earlier in the day.
Attempts to contact Borg that evening were unsuccessful. An arrest warrant application was submitted to the court and later approved.
On Tuesday, Borg turned himself in at headquarters for the second time on the outstanding warrant. He was charged with criminal violation of protective order and breach of peace, Westport Police said.
He was released after posting $50,000 bond and is scheduled to appear in Norwalk Court on Oct. 12.
Police have also dealt with Borg for other offenses including failure to turn him his firearms.
On Sept. 12, detectives executed a search warrant at Borg’s residence in relation to a previous investigation. During the course of the search warrant, they found that he owned two handguns. At the time, he had legal possession of them.
On Sept. 17 and again on Sept. 19, Borg was named as the respondent of a protective order. As part of the condition of the order, he was required to surrender his firearms and ammunition.
On Sept. 20, Westport police received information from the state that his weapons permit was revoked and he should sell or turn in his handguns.
An investigation found that he had not done so. His attorney was contacted, but Borg still did not produce proof that he had sold the guns and he had not turned them over, police said.
Another arrest warrant was submitted and approved by the courts.
On Wednesday Borg again turned himself in to police on charges of a violation of a protective order, criminal possession of a firearm and failure to surrender a revoked pistol permit, police said.
Borg was released after posting $100,000 court set bond and is scheduled to appear in Norwalk Court on Oct. 10.
