Easton Man Charged in Sex Crimes

A Brookside Drive man was arrested in Westport last month for allegedly showing his genitals to a 7-year-old boy in the men's room of a store.

Police reports said that Joel Gagner, 45, followed the young boy into the men's room of the Barnes & Noble at 1076 Post Road E. in Westport on Oct. 11. When the boy left, he told his mother that he saw a man touching his genitals in front of the mirror in the men's room. Gagner reportedly said that he had an irritation.

Gagner turned himself in to Westport police Oct. 29 knowing there was a warrant out for his arrest. He was charged with risk of injury to a child, public indecency and breach of peace. He is due in Norwalk Superior Court on Nov. 8.

Shelton police also arrested Gagner after allegedly sexually assaulting a 5-year-old girl there on May 16. A statement released by Shelton police, Lt. Robert Kozlowski said the arrest was the result of an investigation by Shelton Youth Officer Matthew Kunek with the assistance of Shelton detectives.

In the case, Gagner was charged with first-degree sexual assault and risk of injury to a child and was arraigned on Nov. 1 in Derby Superior Court. He is scheduled to appear in Milford Superior Court on Nov. 22.

He was being held on $25,000 bond in Bridgeport Correctional Center on those charges.

In 2000, Gagner was convicted of 10 counts of risk of injury to a minor, seven counts of sales of tobacco to minors, possession of marijuana and five counts of sale and delivery of alcohol to a minor.
