Contractor Without Valid License Charged With Not Completing Work On CT Home A contractor has been charged with allegedly not completing work on a Connecticut home and working without a valid license. Vincent Balducci, age 58, of Norwalk, was arrested on Wednesday, May 10 for violation of home improvement requirements in Westport.
