The lawmakers offered few details, but said the tentative deal was reached after days of closed-door meetings at the Capitol in Hartford, the Courant said.
The deal was made without major input by Gov. Dannel Malloy, the Courant said.
A vote by the General Assembly is expected next week.
The state has been operating without a budget since the fiscal year began on July 1.
