The incident began at about 2 p.m. at the DCF office at 33 Wellington Road in Milford. Troopers from Troop I in Bethany responded on a report of a suspicious white powder that was delivered to the building earlier in the day in a package via the U.S. Postal Service.
Witnesses said that once the package was opened, a white powder was found in two small containers, state police said. One container was broken and the white powder was exposed.
The building was evacuated, and no injuries were reported.
The Connecticut State Police Emergency Services Unit, the Department of Energy and Environmental Protection, the US Postal Inspector, the FBI and the Milford Fire and Police Departments also responded to the scene.
The unknown white powder substance was tested and determined not to hazardous.
