Stamford Declares Snow Emergency Projected Snowfall Totals Increase As Fourth Nor'easter Nears Stamford Mayor David Martin been March's fourth Nor'easter in a month to the punch late Tuesday by declaring a snow emergency, effective at 11 p.m. March 20.
