Russia Bans College In Region It Calls 'Undesirable,' Report Says Russia has prohibited academic ties with a college in New York, naming it an "undesirable nongovernmental organization." On Friday, Aug. 6, the Albany Times Union reported that activities at Bard College, located in Dutchess County, in Annandale-on-Hudson, were deemed "undesirable" by the General Prosecutor’s Office of the Russian Federation in June. ID Released For Fairfield County Man Found Dead In Area Lake A Fairfield County man found dead in Lake Carmel after an exhaustive search has been identified by police in Putnam County. Jeremy Kipnis, 54, of Redding, was found floating in the middle of Lake Carmel around 5:30 a.m., Monday, July 22, said the Kent Police. Kipnis disappeared after telling his wife he was going swimming Saturday afternoon, July 20, but then never returned home.
