Joel Furst, of 96 Myrtle Ave., Stamford, was charged soon after police were notified of his behavior, Stamford Police Sgt. William Brevard said.
The woman, whom he declined to further identify by age or address, said she had noticed him watching her before over a period of several months, police said. But she called police only on Monday evening to complain, police said.
Brevard said officers took her complaints seriously and acted quickly in making the arrest.
Furst was held on $10,000 bond after a court appearance Tuesday in Superior Court.
The Stamford Advocate described the victim in the case as a female high school student, who told officers that Furst had spied on her at her house and at a softball game.
