Luis Cuji-Cando, 25, of 519 Ellendale Ave., Port Chester, had a blood alcohol level nearly three times the legal limit, police said. He was charged with driving under the influence, driving without a license and failure to drive in a proper lane.
An officer was flagged down at about 7 p.m. by a witness who saw an erratic driver near West Avenue and Selleck Streets, Sgt. Robert Shawinsky said.
The officer soon found the vehicle up on the sidewalk and spoke with the driver, who appeared to be intoxicated, police said.
Cuji-Cuando failed the standardized field sobriety tests and later recorded the high BAC at the police headquarters, police said. Police said they also discovered five aluminum folds of what they believe is PCP. Since no one confessed to owning the drugs, each of the four passengers were charged with possession, police said.
They are Cellina C. Kelly, 31, of 504 Congress St., Stamford; Jonnathan Cuji-Condo, 21, of 50 Nichols Ave., Corona, N.Y.; Juan Lucero-Cuji, 23, of 93-11 Lamont Ave., Elmhurst, N.Y.; and Carlos Borja, 30, of 42-79 Hampton St., Elmhurst, N.Y.
