Stamford Investigates Misuse of City's Tax Number

STAMFORD, Conn. — The City of Stamford is investigating the possible misuse of the city’s tax identification number in connection with the city's Operations Employees Activities Fund.

Mayor Michael Pavia issued a statement to Fred Flynn, the city's director of administration, Director of Operations Ernie Orgera, and Director of Policy & Management Peter Privitera expressing his concern about the account and asking Privitera’s office to take control of the check book and bank statements for the account. The mayor also directed that city employees be told no to use the city’s tax I.D. number.

“Whatever the past circumstance that led to the creation of this fund and the practices that surrounded it, that were permitted by prior administrations, must from this point forward cease,” Pavia wrote in his statement.

The account was opened in 1996 to be a private account with a separate tax identification number by the operations employees for their activities, Pavia said. The operations employees put money into the account through their summer golf tournament, and use it for holiday parties or if an employee is going through hardship, he said.

Flynn and Pavia said they were previously unaware of the fund. Flynn said his investigation will include looking into the nature and purpose of the fund and that he expects to know more by next week. A phone call to Orgera was not returned.
