Covid-19: All Of CT Will Roll Back To Phase 2 This Week, Lamont Announces With COVID-19 again continuing to spread across Connecticut, Gov. Ned Lamont announced he is taking drastic steps to try and help curtail the latest outbreak. During a COVID-19 briefing on Monday, Nov. 2, Lamont announced that he was pulling the entire state from the third phase of reopening and reverting back to the second phase, with more restrictions being put back in place.
