The incident took place around 8:30 p.m., Thursday, Oct. 28 in Red Hook in Dutchess County. According to the Red Hook Police Department,  officers were dispatched for a car versus cow auto accident on North Broadway. Sandy Hook Teen Charged In Man's Death on I-84 A Sandy Hook teen has been arrested in the death of a pedestrian on I-84 last May, according to the Connecticut State Police. Michael Alan Vitti, 19, was charged with negligent homicide with a motor vehicle, failure to drive in the proper lane and distracted driving (not a cellphone), according to state police.
