Covid-19: Number Of Arrests In CT At Historic Low During Pandemic With most confined to their Connecticut homes during the novel coronavirus (COVID-19) crisis, crime is hitting historic lows statewide. In April, there were 2,734 arrests in Connecticut, down 46 percent from the month before (5,041), according to the state’s Office of Policy and Management’s (OPM) Criminal Justice Public Policy and Planning Division.
