Covid-19: Regulations For Outdoor Dining Eased In This Fairfield County Town As the state prepares to return to a small sense of normal amid the novel coronavirus (COVID-19) pandemic, one town in Fairfield County has eased restrictions to allow restaurants to plan for outdoor dining. Jeremy Hayden, 41, who was found dead at his home on Tuesday, Oct. 29, had been Monroe’s town attorney since he was appointed by First Selectman Ken Kellogg in December 2017.
