The incident occurred in the town of Fairfield around 12:40 p.m., Thursday, Aug. 22. According to Fairfield Police Sgt. Officers on patrol at approximately 9 a.m. on Sunday morning on Bayberry Lane stopped Tony Bowens, Jr. of Shelton in a vehicle driving 63 mph in a 25 mph zone.
