Ruggles, 68, died at Connecticut Valley Hospital in Middletown, where he had been a patient since he was found not guilty by reason of insanity in the 1980s, the report said.

The shooting occurred on May 8, 1986, when Ruggles, a former Danbury resident, cut off Michael Daubert’s police cruiser on Mansfield Avenue and fired shots into the officer’s head, neck and chest, when the officer stepped out of his car, reported the newstimes.com.
