Andrew Cuomo announced on Thursday, March 5 that the number of cases had risen to 18, with the eight new cases all related to the 50-year-old New Rochelle attorney who was the first county resident to contract the virus. Seventh Vaping-Related Death Reported As NY Becomes Second State To Ban Flavored E-Cigarettes As a seventh vaping-related death has been confirmed, New York has now become the second state to ban flavored e-cigarettes. Gov. Andrew Cuomo issued an "emergency executive action" on Sunday, Sept. 15, that bans the sale of flavored e-cigarettes in the state. It went into effect Tuesday, Sept. 17.
