Second Arrest Made In Multi-State Retail Theft Ring Another person has been arrested in connection with a multi-state retail theft ring that allegedly has stolen more than $90,000 in goods. Jahliil Parrott, 22, of Windsor, was arrested on Monday, Dec. 16, after New Canaan Police traveled to Nassau County, New York, where he was being held on robbery charges, said New Canaan Police Department Lt. Jason Ferraro.
