Tornado Touched Down In Northeast During Round Of Severe Storms: Here's When, Where A tornado touched down in New York State during a round of severe storms, the National Weather Service has announced following a survey of the damage. The tornado hit the village of West Winfield in southern Herkimer County late Saturday morning, June 22. It's about 60 miles east of Syracuse and 85 miles west of Albany. Especially in upstate New York, where the highest snowfall totals were recorded. Litchfield, New York, a town of about 1,500 people located in Herkimer County, about 60 miles east of Syracuse, was walloped with 40 inches of accumulation, with 20 inches falling in a five-hour span overnight.
