The incident started around 1 p.m. Tuesday, April 9, when Stamford Police were called to an apartment on Spruce Street for a potential domestic dispute, said Stamford Police Capt. Thomas Barcello.
When police arrived on the scene they attempted to get the suspect, Kindell R. Harris, 22, to open the door, but he refused, Barcello said.
Officers could see a victim inside the residence with what looked like injuries. The victim also refused to open the door, he added.
"Neither person wanted to cooperate," Barcello said. "So the hostage negotiations team and special response team were called in an effort to convince them to surrender out of an abundance of caution and to slow things down."
The team was eventually able to get in touch with Harris, but he still refused to surrender. After a couple of hours of negotiations they were able to convince Harris to come outside and surrender without incident, Barcello said.
The victim also came out, but again refused to cooperate with police, he added.
Both individuals had injuries, but in talking with police their stories did not match up and neither would implicate the other, Barcello stated.
Harris was arrested and charged with disorderly conduct and interfering. He also had an outstanding warrant for a previous arrest for burglary, criminal mischief, and threatening charges, during another domestic incident, the captain said.
He is being held on a $20,000 bond for the Tuesday incident and $25,000 bond for the previous warrant.
No police officers or first responders were injured during the incident.
