Milford Manager Ordered To Pay $396K After Admitting Role In Fraud Scheme A 53-year-old Connecticut man has admitted to a charge related to his involvement in a construction project fraud scheme.  New Haven County resident Don Richards, of Milford, pleaded guilty on Tuesday, April 12, to conspiracy to commit wire fraud, according to Leonard Boyle, United States attorney for the District of Connecticut.
