The shooting took place in Litchfield County around 4:45 p.m. Wednesday, March 23, when officers were sent on a welfare check of a person in Torrington. “Upon arrival, an officer was confronted by a male party and was forced to fire his service weapon,” said Det. Suspect Nabbed After Stabbing Leaves Torrington Teen In Critical Condition A Connecticut man has been arrested after allegedly stabbing a teen during a domestic violence incident leaving him in critical condition. Litchfield County resident David Cruz, age 28, of Torrington, was arrested on Sunday, Nov. 7, for the stabbing which took place around 1:50 p.m. on Highland Avenue in Torrington.
