Man Arrested Mulitple Times For Harassing Neighbor In Westport, Police Say A man who has allegedly sparred with his neighbor through a series of harassing events and who also has sued the city and members of the police department has been arrested several times in the past month.  According to Westport Police, John Borg, 48, of 5 Sterling Drive, has done everything from shining floodlights on his neighbor's residence to spraying a toxic substance on the neighbor's lawn and garden, causing more than $12,000 in damages.
