Justin Ramos, age 27, of Stamford, was arrested around 7 p.m. on Friday, July 7 at Cummings Beach with a loaded gun in his backpack, said Stamford Assistant Police Chief Richard Conklin. Conklin said members of the Narcotics and Organized Crime unit received the tips shortly before the event was scheduled to begin.
