A 38-year-old man was arrested after allegedly exposing himself to a woman at an area library.

Kenneth Belle of Bridgeport was arrested Monday after officers from the Greenwich Police Department responded to the Greenwich Library on W. Putnam Avenue for a report of a man exposing himself and masturbating in front of a woman, said Greenwich Police Lt. John Slusarz.

When officers arrived, the victim told officers that she had been seated at a table when she saw Belle seated next to her lowered his pants and exposed his underwear and erect penis, Slusarz said. He then began licking his fingers and rubbing a magazine against his underwear, according to Slusarz.

Officers were able to find Belle inside the library and arrest him, police said.

He was charged with public indecency and released on $100 bond. Belle is scheduled to appear in court on Oct. 1.
