Greenwich Apartment Manager Linked to Thefts

The former property manager of Greenwich Shore Apartments was charged Monday in the theft of several high-value items from residents in the complex. Greenwich police arrested Michael Garrett Orr, 33, in court on Monday.

Orr, of 8 Susan St., East Longmeadow, Mass., was the property manager at the apartment complex at 124 Ritch Ave. from January 2009 until a separate arrest in September 2010. Lt. Kraig Gray, spokesman for the police department, said Orr perpetrated the thefts by exploiting his position of trust with residents, stealing jewelry and other small high-value items from the apartments.

Orr was arrested Sept. 24 after being investigated for distribution of narcotics in Greenwich. During his arrest, police found drugs, drug paraphernalia and syringes in his former Greenwich home. The Department of Children and Families deemed the living conditions unsuitable for children, and Orr's child was removed. He was arrested on charges of risk of injury to a child, possession of narcotics, use of drug paraphernalia, second-degree larceny and interfering with an officer for resisting arrest.

During Orr's time at Greenwich Shore Apartments, dozens of thefts were reported. When Orr was arrested on drug charges, the investigation snowballed after police found several items that had been reported stolen. Officers linked Orr to eight burglaries and filed for an arrest warrant.

While facing charges in court Monday, members of the Greenwich Police Department rearrested Orr by warrant.

Orr's wife, Elissa Temple-Orr, 33, was also arrested in the thefts on charges of first-degree larceny and fourth-degree larceny. She was released on a promise to appear in court Feb. 7.

Orr was arrested on eight counts of third-degree burglary, five counts of third-degree larceny, one count of second-degree larceny, two counts of third-degree larceny and one count of fourth-degree larceny. Orr was held on $500,000 bond and is due to appear in court Feb. 7.
