The duo is hoping to raise at least $100,000 by Oct. 24 to start production on the film. So far the Kickstarter has brought in just under $19,000.
Hanley wrote for the Fran Drescher-starring sitcom, "The Nanny."
The film is about a Tom Cruise-obsessed immigrant who gets conned into making a fake film festival. Along the way, several iconic films get referenced and lampooned.
As is the case with other Kickstarter campaigns, Hanley and Pennella are offering many perks for donating to the film. Donors will get to join the crew and cast of the film, from production assistant positions, roles as extras, executive producer status and small speaking roles.
