Local residents charged were:  Westchester County On Friday, Sept. 6, State Police from Hawthorne arrested Miriam Regan, 53, of Mount Pleasant, for DWI. She was traveling on the Sprain Brook Parkway in Mount Pleasant, when she was involved in a motor vehicle crash.
