The accident occurred shortly before 2:30 p.m. Oct. 18, police said. A woman reported that she was pulling into the parking lot of People's Bank on Stratfield Road when her car was hit by a man pulling out of a parking spot, police said.

When she approached the driver of the other car, later identified at David Shapiro, 64, of Fairfield, he admitted that he hit her and said that if she didn't move he would hit her again, police said.

The woman wrote down his license plate number before he left, and officers contacted Shapiro regarding the incident, police said.

He told officers that he was too busy to go to headquarters and that he wouldn't meet them anywhere to talk about the incident, police said. Officers told Shapiro that they would file an arrest warrant if he didn't comply, and he said they should do so, police said.

Officers filed an arrest warrant Oct. 19 and Shapiro turned himself in at police headquarters Tuesday.

Shapiro was charged with evading responsibility and unsafe backing. He was released on $1,000 bond and given a court date of Dec. 3.
