Matthew Passmore, 22, of 45 Sherman St., was charged with second-degree breach of peace, second-degree threatening and interfering with police.
Just before 7 a.m. Friday, officers in the rear parking lot at police headquarters could hear a man yelling out of a third-story window of an adjacent building, police said. The man was yelling about police, telling them to put their hands up, threatening to kill people and making racist comments toward African Americans, police said.
Officers responded to the residence and after a brief struggle took Passmore into custody, police said.
Officers determined the threats were made after the police woke up Passmore with their activity in the rear lot.
