Officers went to the diner on a report that a woman had been strangled and hit in the parking lot, police said.
Julio Delarosa, 21, of East Hartford, grabbed the woman by the neck and forced her back onto a car, causing her to hit her head, then hit her across the face, police said.
An earlier incident had occurred between the two during an argument in Stamford, according to police.
Delarosa was charged by the police with breach of peace, third-degree assault, third-degree strangulation and violation of a protection order.
Police said nearly all the terms of the protection order were violated Sunday morning.
Delarosa was held on $500,000 bond and was scheduled to go to court Sept. 9. No information was available regarding his court appearance.
