A woman called police Saturday after she saw two children, ages 2 and 3, in a car parked outside a Rutland Avenue apartment building, police said. She said she had driven by twice between 7 and 7:15 p.m. and they were still alone in the car, police said.

Officers arrived at the scene and stayed with the children, who were crying in the heated, dark car, until Nolan Bugg, 29, of Beechtree Lane, came out of the building with a third child, police said. He was arrested and charged with two counts of leaving a child unsupervised, police said.

Bugg told officers that he and his wife were picking up the children from a babysitter’s home, police said. He said he was taking each one out to the car individually, police said.

He was released on a promise to appear in court Feb. 25.

Police alerted the Department of Children and Families, which has another case pending with the family.
