Jeffrey Haley, 55, turned himself in to police Monday morning in connection with the March 13 “road rage” incident, which was captured on the bus’s surveillance video, police said.
Around 2:30 p.m. that day, a bus driver transporting students from Roger Ludlowe Middle School said he drove around a dark Range Rover and a mail truck that appeared to be parked on Sturges Highway, police said.
Shortly after that, the SUV passed him illegally and blocked the road in front of the bus, police said.
Haley came up to the driver’s side window, said he was the “district attorney of the Town of Fairfield” and asked why the bus went around his vehicle. The video shows Haley attempting to intimidate the driver and saying something about getting him fired, according to police.
When asked by police why he thought he had the authority to block the bus, Haley said he thought there was an emergency on board, police said.
Haley told police he has a law degree, but is not practicing.
Fairfield does not have a district attorney.
Haley was arrested on a warrant and charged with improper passing, misuse of highways by a pedestrian, criminal impersonation and disorderly conduct.
He was released on $5,000 cash bond and is scheduled to appear in court on May 10.
